His biggest enemy is the corrupt corporation, Arasaka. Basically think if Jeff Bezos was considered royalty and Amazon owned literally everything. And Elon Musk was his son. (He also dies blowing up their headquaters, so good for him. This isn't a spoiler, this is established lore that happens before the game)
